This park was developed where the mansion of a wealthy merchant named Ryokei Hibiya was located. Ryokei warmly welcomed Francis Xavier, a missionary of the Society of Jesus who arrived in Sakai in 1550. In 1949, the name was changed to Xavier Park to commemorate the 400th anniversary of the arrival of Xavier.
